Guidelines/procedure for recruitment against Scouts & Guides quota :-

For recruitment against Scouts & Guides quota annually the following procedure are adopted as per Railway Board’s circular.

[i]       The recruitment should be done by open advertisement.

[ii]      The educational qualification for considering for appointment against the quota will be the same as applicable for recruitment to Group ‘C’ and Group ‘D’ category respectively.

[iii]     The recruitment will be done only in the following initial grades.

Group ‘C’

Grades Rs. 3050-4590 / 3200-4900

Group ‘D’

Grades Rs. 2550-3200

 

[iv]     The annual quota is recruitment are as under

        Group ‘C’- Two per Railway per year   

        Group ‘D’- Two per division per year

[v]    Age limits as applicable for recruitment to other equivalent category shall be followed.

[vi]    Application shall be called for separately for Group ‘C’ and ‘D’ post. The selection shall be conducted separately for Group ‘C’ and ‘D’ post. A candidate may apply both for Group ‘C’ and Group ‘C’ post.

[vii]    The following qualification would apply for recruitment of Scouts & Guides for Group ‘C’ and Group ‘C’ post.

Educational Qualification :-

[i]       Matriculation or its equivalent- For Group ‘C’ and Class 8^th Pass for Group ‘D’

[ii]   a]  A president's Scout/Guide/Ranger/Rover

                             OR

           Himalayan wood Badge Holder

                             OR

           A pre-HWB trained Scout leader/Advanced Trained Guide/Leader/Captain

 

        b] Should have been an active member of Scouts Organization for at least 03 years in the recent past and should continue to be 

            active

        c] Should have attended at least one event at national level and one or two events at state level.

                                    OR

  Should have a good record of participation in Scouts/Guides activities at Unit/District level.

 

The candidate who apply in response to notification and are found eligible for consideration for appointment against Scouts & Guides quota are assessed on the following basis.

[a]      Written test                                - 50 Marks

[b]      Scouts & Guides qualification          - 35 Marks

[c]      Personality test/Interview              - 15 Marks

 

Fee:-

The processing fee for recruitment against Scouts & Guides Quota will be Rs. 40/- (SC / ST are exempted from processing fee). Processing fee will not be refunded to candidates found ineligible.

Thinking Day, Progressive Training of Scouts/Guides/Rovers/Rangers, Pioneering, Handicrafts, Indian Railway Jamborette, National Jamboore, Jamboore on the Air.

 

Organization at National level, National Training Centers, WAGGGS/WOSM Uprashtrapati Award Competition, Prime minister Shield Competition, Community Development Programme, Aims and methods of Scouting,  How Scouting is useful in producing better citizens?

 

Proposed syllabus for selection under Scouts and Guides quota for Group 'D' posts:-

History of  Scouting/Guiding, law & Promise, Organization- Distt & state level, Training Centre- Distt & State level, Knowledge of Books, Scouting for Boys/Guiding for Girls in India, Motto left hand shake, Salute, Prayer, Flag song, National Anthem, Know the National & Scouting Flags, Social Services at Various occasions, Hiking, Proficiency Badges, How these are earned, stages in Scouting/Guiding. For recruitment against Cultural quota annually the following procedure are adopted as per Railway Board’s circular.

[i].      The recruitment should be done by open advertisement.

[ii]      The educational qualification for considering for appointment against the quota will be the same as applicable for    

          recruitment to Group ‘C’ category.

[iii]     The recruitment will be done only in the initial grade in Rs. 3050-4590 / 3200-4900

[iv]     The annual quota is recruitment are as under

            Group ‘C’- Two per Railway per year

[v]      Age limits as applicable for recruitment to other equivalent category shall be followed.

[vi]     The following qualification would apply for recruitment to Group ‘C’ post against Cultural quota

Educational Qualification:-

[i] Matriculation and its equivalent

[ii] Profession of degree/diploma/certificate in concerned discipline. from Government recognised Institute.

Desirable:-

[a] Experience in the field and performance given on AIR/Doordarshan etc.

[b] Prizes own at National Level.

 

The candidate who apply in response to notification and are found eligible for consideration for appointment against Cultural quota are assessed on the following basis.

[a]      Written test [objective type question]       - 50 Marks

[b]      Assessment of talent in the relevant field

          on the basis of practical demonstration - 35 Marks

[c]      Testimonial/Prizes                                   - 15 Marks

Fee

The processing fee for recruitment against Cultural Quota will be Rs. 40/- (SC / ST are exempted from processing fee). Processing fee will not be refunded to candidates found ineligible.

Annexure- C

Guidelines/procedure for recruitment against Sports Quota [Open advertisement and Talent Scouting]:-

 For recruitment against Sports quota [Open advertisement ] annually the following procedure are adopted as per Railway Board’s circular.

[i].      The recruitment should be done by open advertisement

[ii]      The educational qualification for considering for appointment both for open advertisement and Talent Scouting against the quota will be the same as applicable for recruitment to Group ‘C’ and Group ‘D’ category.

[iii]     Recruitment of Sports person through Open advertisement/Talent Scouting shall be to a Grade where there is an element of direct recruitment and shall be counted against that quota. However Zonal Railway can appoint only in the following grade in Group ‘C’ and Group ‘D’ category.

Group ‘C’

 

Grades Rs. 3050-4590 / 3200-4900

Group ‘D’

 

Grades Rs. 2550-3200 / 2610-3540

[iv]     The annual quota is recruitment are as under

Open advertisement:-

For Zonal Railway, East Central Railway - Group ‘C’- 12 and Group ‘D’- 04

For each division of East Central Railway- Group ‘D’- 02

Talent Scouting:-

For Zonal Railway, East Central Railway - Group ‘C’- 12 and Group ‘D’- 04

For each division of East Central Railway- Group ‘D’- 02

 

The quota allotted shall be for the financial year and unused quota shall lapse on the expiry of the financial year. The recruitment shall be done in the games as mentioned below or as recognized by RSPB for the purpose.

[v]      Age limits for recruitment shall be 18-25 years both for Group ‘C’ and Group ‘D’ category.  

[vi]     Minimum Norms for Recruitment of Sports Persons.

Group ‘C’

Sports person who has any of the following sports achievements in the above mentioned games.

 

(i)      Represented the country in the International Championship like             (a) Olympic Games (b) World Cup, World Championship, Asian Games, Commonwealth Games.

                                                                             OR

 (ii)      Represented state or equivalent unit in Junior/Senior National Championship and obtained at least 3^rd position.

                                                          OR

(iii)      Represented a University, in All India Inter University Championship organized under the aegis of Association of Indian Universities and obtained at least 2^nd position                                            

                                                        OR

(iv)     Represented state or equivalent unit in the federation cup, championship and obtained 1^st position                                      

Group ‘D’

Sports person who has any of the following sports achievements in the above mentioned games.

(i)               Represented state or equivalent unit except in Marathon and cross     country in Junior/Senior National Championship.

                                                   OR

(ii)             Represented a University, in All India Inter University Championship organized under the aegis of Association of Indian Universities and obtained at least 3^rd position.

                                                  OR

(iii)           Represented District or equivalent unit in Junior/Senior state Championship and obtained at least 3^rd position.

Note:-

(a)                 All the championships mentioned above shall be conducted under the aegis of recognized International/National//State Sports Federation and also recognized by the Railway Sports Promotion Board.

 

(b)                 For norms represented state or equivalent unit in Junior/Senior National Championship and obtained at least 3^rd position and Represented state or equivalent unit except in Marathon and cross country in Junior/Senior National Championship only Senior National and Junior National Championships, shall be taken into consideration. National Games, Rural Meets, Festival Meets and other similar tournaments shall not be considered.

 

(c)                 In Cricket [Men] Senior category, representation on main Indian team in a Test Match of in a one day International Match shall also be considered for recruitment in Group ‘C’.

 

(d)                 In Cricket [Men] Senior category representation of a state or equivalent Unit, at least in the semi-finals of Ranji Trophy Elite Group Championship or semifinals of Inter state All India Limited Overs Tournament [popularly known as one day Ranji Trophy Championship] shall also be considered for recruitment in Group ‘C’. For recruitment in Group ‘D’ representation of a State or equivalent Unit in Ranji Trophy Elite or Plate Group Championship or Inter state All India Limited Overs Tournament [populartly known as one day Ranji Trophy Championship] shall be considered.

 

(e)                 In Cricket [Men] Junior category representation of a state or equivalent Unit, at least in the semi-finals of Cooch Behar [U-19] and Vinoo Mankad [U-19] Championshipss, shall be considered for recruitment in Group ‘C’ for recruitment in Group ‘D’, representation of a state or equivalent Unit in these championships, shall also be considered.

 

(f)                  For recruitment in Group ‘C’ and Group ‘D’ in Rifle Shooting only the individual performance in the championships shall be considered. Performance in the All India G.V. Mavlankar shooting championship shall not be considered for recruitment purpose.

 

(g)                 For recruitment in Group ‘C; in Table Tennis, Sportsperson with current All India Ranking up to 16 in seniors and upto 8 in Juniors shall also be eligible. Only the current Annual Ranking shall be considered for this ourpose.

 

(h)                 For recruitment in Group ‘C; in Badminton, sportsperson with current All India Ranking up to 16 in seniors and up to 8 in juniors shall also be eligible. Only the current Annual Ranking shall be considered for this purpose.

 

(i)                   For recruitment in Group ‘C’ in Tennis, sportsperson with current All India Ranking up to 10 in seniors and up to 8 in juniors shall also be eligible. Only the current Annual Ranking shall be considred for this purpose.

 

(j)                   In Golf, (i) for recruitment in Group ‘C’, Sports person having I.G.U. ranking from 1-50 and (ii) for recruitment in Group ‘D’, sportsperson having I.G.U. ranking up to 100, subject to single handicap[ i.e. less than 10 (in order of Merit/Amateur Merit list], shall be eligible for recruitment. Only the current Annual Ranking shall be considered for recruitment purpose.

1.  Period for Reckoning Sports Achievements :-

For recruitment against sports quota, the sports achievements shall be in the immediate previous 2 years and sportsperson shall be an active player. For this purpose previous two financial years from the date of receipt of application or date of notification, as the case may be, shall be taken into account.

 

For example, for applications received in 2006-07 [i.e. from 01.04.2006 to 31.03.2007] for recruitment, the sports achievements of current and previous two financial year i.e. 2005-06 and 2004-05 shall be taken into account and therefore, sports achievements on or after 01.04.2004 shall only be considered for appointment, in the extant case. For this purpose, concluding day of the Championship shall be taken into account.

 

Fee:-

The processing fee for recruitment against Sports Quota [Open advertisement] will be Rs. 40/- (SC / ST are exempted from processing fee). Processing fee will not be refunded to candidates found ineligible.

 

Medical Examination :  The sportsperson Male/Female to be appointed either for Group ‘C’ or Group ‘D’ shall fulfill the minimum medical norms for the post for which he/she has to be appointed.

 

Procedure for recruitment:-

[Talent Scouting]

          Appointment against Sports Quota in Group ‘C’ and ‘D’ category shall be given only after trial.

 

[Open advertisement]

 

          After Trial only the fit candidates shall be considered for the next stage i.e. the Interview stage.

 

Marks distribution

 

(a)      Assessment of sports Achievement           : 80 Marks

(b)      Educational qualification                          : 10 Marks

(c)      General Intelligence/ Personality etc.         : 10 Marls     

 

Handicapped:-

 

Applications were invited against Employment Notice No. ECR/HRD/Rectt/PH/1/06 published in Rozgar Samachar/ Employment News on 19.08.2006 from Orthopaedically and Hearing Handicapped [OH and HH] persons to fill up the vacancies in Group ‘C’   [Scale Rs 3050-4590/3200-4900 RSRP] & Group ‘D’[Scale Rs. 2550-3200 RSRP] categories reserved for PHP’s on East Central Railway as per the vacancies given below.

Visually handicapped persons may apply for Group ‘C’ post in Scale Rs. 3050-4590/ 3200-4900 [RSRP] and Group ‘D’ post in Scale Rs. 2550-3200 [RSRP] for the vacancies mentioned above and VH, OH and HH candidates may apply for the vacancies of Group ‘D’ post of Samastipur division. Employment Notice No. and the category [VH/OH/HH] against which application is sent should be super scribed on the envelope.

 

Note- Those Orthapaidically and Hearing handicapped persons who had already applied against the notification dated 19.08.2006 under Employment Notice No. ECR/HRD/Rectt/PH/1/06 need not to apply again. Under this notification applications are invited from Visually handicapped persons for the Group ‘C’ and Group ‘D’ vacancies mentioned above and from VH, OH & HH persons for the  Group ‘D’ vacancies of Samastipur division only.

Abbreviations : PHP- Physically Handicapped Person, OH- Orthopaedically Handicapped, HH- Hearing Handicapped.

Conditions :

[a] Candidates will be subjected to usual medical examination by Railway Medical authority, prior to their appointment, after due selection.

 

[b] Candidates, if selected for category for which pre-recruitment training essential they will have to undergo training as per the rules in vogue.

 

[c] Candidates must have possessed the requisite qualification. Only attested photo copies of all the documents including Caste certificate [as mentioned below] and two self-addressed envelopes of size 23cms x 10cms with name in full and complete present address written clearly to be attached along with the application and Rs. 5/- Postal Stamp affixed on it is required.

Mode of selection : Written test and certificates verification.

2. How to Apply:-

 Typed/Neatly Handwritten application in English/Hindi foolscap paper as per Format with a recent passport size photograph pasted thereon bearing full signature of the candidate across the same with date should be sent to the concerned Division as explained above. The Application should be sent to concerned division of East Central Railway, Hajipur on or before 13.11.2006 by ordinary post or to be dropped in the box provided for the purpose in the Offices of Divisional Railway Manager [P], East Central Railway, Danapur/Dhanbad/Mughalsarai/Sonepur/Samastipur Division on or before 06.00 PM of 13.11.2006 except on Saturday, Sunday and Office Holidays. The application should be address to the Divisional Railway Manager of the concerned Division where the candidate desires to get appointment in case of selection. All future correspondence should be made with respective Divisional Railway Managers directly. No receipt at the counter will be given. 

The following documents should be enclosed alongwith the application.

[i] Attested copy of Physically Handicapped Certificate,

[ii] Attested copy of Age Proof certificate

[iii] Attested copy of Caste certificate, if any

[iv] Attested copy of Educational/Technical Qualification.

[v] Two passport size Photographs [same as affixed in the application with name written behind]

[vi] Two self-addressed envelope of size 23cms x 10cms with name in full and complete present address should be written

clearly thereon with Rs. 5/- postage stamp affix on each.

The candidates will have to make their own arrangements of accommodation during the entire selection process.

6. The decision of East Central Railway in all matters relating to eligibility, acceptance or rejection of application, etc. will be final and binding on the candidates and no enquiry of correspondence will be entertained in this connection. This Railway does not undertake any responsibility for sending of reply to the candidates not selected of not called for written Examination/certificate verification. Canvassing in any form will disqualify the candidate.

7. The application is liable to be rejected if any of the compulsory enclosure is not attached as Indicated in the proforma.

8. For any legal action arising out of the above, jurisdiction shall be CAT(Central Administrative Tribunal) Patna.
