Appointment of Honorary Visiting Specialist.

1. Introduction:

    Vide Railway Board's letter no.2005/H-1/12/34 dt.27.06.06 Honorary visiting specilist has been sanctioned  to be appointed in Central Hospital, Divisional hospsital and Sub Divisional Hospital of East Central Railway.

2. No. of posts sanctioned:

2.1. Central Hospital/Patna(under contruction)           -    10  nos.

2.2. Divisional Hospital at DNR,SPJ,SEE,MGS&DHN - 5x4=20(04at each)                                                                                    

2.3. Sub Divisional Hospital at Gaya,Garhara and Patratu - 3x3=9(3 at each)

3. Specialty:

      Specialty of Honorary visiting specialist to be engaged at Divisional Hospital will be decided by CMD.For Sub Divisional Hospital Honorary Visiting Specialist will be engaged in field of Medicine, Surgery and Obstetric and Gynaecology.

4. Objectives:

      The Honorary Visiting specialists will be giving consultations & performing operations and other advice as required. They would be performing operations also in the Railway Hospitals, and those cases which require referral and the condition of the patient is such that it is manageable during operation and post operative period in that Railway Hospital, will not be referred to Private/Govt. hospitals, for the specialty for which visiting specialists are available in that Railway Hospital. It is further clarified that few high risk patients will still be required to be referred to higher medical centers.

5. Qualification and experience:

    1. Minimum Post-Graduate degree from a recognized University.
    2. Minimum 5 years experience in the professional work related to concerned specialty after obtaining P.G.degree.
    3. The Specialist doctor must have earned reasonable amount of popularity and confidence in the City/Town.
  1. Procedure of Selection:
    1. The MD/CMS/MS incharge will hold negotiating meeting with those short listed specialist doctors and will finalize the most suitable specialist doctor.
    2. The slected specialist doctor will be asked to submit an application which will be recommended by MD/CMS/MS incharge of the Railway Hospitals to obtain approval of competent authority.
  1. Competent Authority to approve engagement of Honorary Visiting Specialist :

    1. For a person being engaged for the first time as "Honorary Visiting Specialist" approval will be given by DG/RHS.
    2. First extension at the end of 1st year will be given by DG/RHS based on performance.
    3. Further extension based on performance will be given by GM but after completion of every 5 years, repeat approval of DG/RHS is essential.

    1. During first time engagement, the preferred age is between 40 years to 50 years.
    2. Upper age limit of continued engagement is 60 years.
  1. Tenure of Working

    1. Each time the offer is given, it is to be given for one year only.
    2. After expiry of one year, extension can be given as per para 7 above.

     

  2. Number of Visit/Number of Hours etc.

Honorary Visiting Specialist can be engaged as per any of the three patterns:

  1. Average of 2 hours every day/6days/Week.
  2. Average of 2 hours every day/4days/Week.
  3. Average of 2 hours every day/2days/Week.

      In addition they will have to come to hospital whenever called in for emergency on any day, including Sunday and Off day(for 4 days&2days/week)and at any time of the day.

  1. How to decide about who should be engaged for 6 days/4days/2days per week.
    1. For Major clinical Specialists they must be engaged for 6 days/Week irrespective of workload.
    2. For minor clinical specialists they may be engaged for either 6 days/week or 4 days/week depending upon workload.
    3. For Para clinical subjects(Radiology,Pathology etc.) they may be engaged for 6 days/4days/2days per week depending upon the work load.
  1. Honorarium to be paid

12.1 For 6 days/Week - Rs.20,000/- P.M.

12.2. For 4 days/Week - Rs.14,000/-P.M.

12.3. For 2 days/Week - Rs.07,000/-P.M.

  1. Free  Railway Passes

    1. One set of Complimentary Railway Pass valid all over Indian Railway & Konkan Railway in AC two tier including Rajdhani Express and in AC chair Car of Shatabdi Express for Self + Spouse and dependent children(as per rules applicable for Railway employees) will be made available as per the entitlement of Selection Grade officers in each calendar year.
    2. The complementary pass can be availed after 3 months of engagement for the calendar year.

14. Daily Rate of deduction of remuneration.

      They are allowed to have 12 days leave every year. For any absence beyond 12 days, deductions will be made at the following rates:

      2 Hrs. a day for 6 days/Week = Rs.850/- per day.

      2 Hrs. a day for 4 days/Week = Rs.875/- per day.

      2 Hrs. a day for 2 days/Week = Rs.875/- per day

Registration of firms for medical Supplies: 

Registration: The registration of drug manufacturing firms will be processed by the respective CMD of the Zone. CMDs may insist that the firms seeking registration may submit documents such as certificates of good manufacturing practice (GMP), Certificates as per the standards laid down by World Health Organization or ISO 9000 certificate etc. Registration of a firm by one particular Zone will not automatically entitle its registration in other Zones also, as the firm may /may not have the capacity to supply the material to other Zones. The duration of registration will be for two years initially and then it can be renewed by the Zone. Renewal of registration of a firm would not call for following the entire procedure afresh and can be done on the basis of performance of the firm. CMDs at their discretion can accord registration for supply of certain specified items only and registration need not be construed as a blanket registration. Board guidelines for registration of various firms at Zonal headquarter level, are given at Annexure – 1 & II. After down load the Annexure – 1 & II, receipt of Rs. 100/- obtained from C.S., Hajipur by depositing the amount alongwith Annexure – I & II should be submitted to the office of Chief Medical Director, Hajipur for process of Registration.  

List of initially required documents for Registration

  1. Pharmaceutical Company should be of repute.
  2. Company should have supplied medical - items/ drugs to govt. organization, Central or state govt.
  3. The company should submit GMP (good manufacturing practice) certificate issued by WHO.
  4. ISO –9000 certificate.
  5. Income tax clearance certificate /sales tax clearance certificate
  6. Annual turn over certificate.
  7. Company registration /license of manufacturing by local regulatory authority
  8. Non-conviction certificate issued by licensing authority.
  9. List of manufacturing and Quality control equipment to demonstrate that necessary capability exists to manufacture products and adhering to specifications.
  10.  Installed capacity / utilised during past 2 years issued by  Charter Accountant
  11.  Audited financial statement for the last three fiscal years.
  12. All Products to comply with IP/USP/BP pharmacopoeia standards.
  13. Product samples and certificate of analysis – indented products.
  14. Products specifications as well as packaging specifications for the items .
  15. Samples for packaging components specially label foil PVC film or other printed components.
  16. Manufacturer should have produced at least 20% of product offered during last two years.
  17. Packing offer should be such as to withstand rough handling transpiration and exposure to extreme temperature and climatic conditions
  18.  Quality control will be checked and decided by Zonal CMD.
