and Accountability in administration.
(ii) Quick
finalization of Discipline and Appeal Rules proceedings.
(iii) Publication
of important case histories, Do’s and Don’ts in various areas, articles,
and statistical data for education/sensitization of railway officials.
2. Thrust
areas identified by Ministry of Railways
The following areas
have been identified as thrust areas for the year 2007 for intensive
vigilance scrutiny in order to prevent leakage of revenue:
(i) Scrutiny of
Works contracts, earning Commercial contracts and Stores contracts
(ii) Traffic
undercharges
(iii) Claims
(iv) Fraud in
SPTM (Self Printing Ticketing Machines), UTS (Unreserved Ticketing
System) and fake tickets
(v) Misuse of
concessions
(vi) Fraudulent
payment to staff with special emphasis on HBA and leave accounts
(vii) Conduct of
Periodical medical Examination (PME) by Railway doctors
(viii) Registration
of vendors/suppliers including medical firms
